Today we celebrate the Day of Employees of Public Employment Services, people who support the unemployed and shape the modern labor market.

Day of the employee of public employment services

The role of state labour officials in today's market looks very different than it was more than 100 years ago, when it was introduced by Marshal Józef Piłsudski in Poland. By signing the Decree on the Organization of State Employment Agencies and the Care of Outsiders, the Head of State contributed to the creation of state institutions providing care for unemployment benefits and ensuring universal access to employment. The Minister of Family, Labour and Social Policy Agnieszka Dziemianowicz-Bąk recalls this story in her letter on the occasion of the Day of the Public Employment Service Employee.

Today, employees of the Public Employment Services are primarily responsible for registering the unemployed and offering them job offers, as well as for career counseling and career planning assistance. The tasks they perform also include: organizing training and vocational courses and implementing support programs for people at risk of occupational exclusion.

The institutions in which the PPSZ work are:

  • provincial labour offices,
  • district employment offices,
  • institutions supporting the handling of the affairs of the Minister for Labour,
  • other voivodship offices indicated in the Act, in order to carry out activities on the labor market.

This holiday is similar in character to the Day of the Social Worker (about which we wrote here: Social Worker's Day), which honors people working in social care institutions. In practice, both of these holidays emphasize the importance of work supporting other people, both in the sphere of employment and social assistance.

Changes in Law and Obligations

In June of last year, it came into force Labour Market and Employment Services Act, which replaced the Employment Promotion and Labour Market Institutions Act, which had been in force for more than 20 years. The new legislation was created in response to Dynamic changes in the labour market and contemporary social and economic challenges. In practice, the changes included the possibility of full online registration and more efficient handling of unemployed people, the introduction of more individualized activation programs and greater cooperation between employment offices and companies. Digitalization and simplification of procedures have also been introduced, so that documentation and requests can be carried out electronically. The new tasks of the PPSZ also include monitoring employment trends, responding to staff shortages in the regions and reporting on the effectiveness of activities, for example how many people have found a job after training or internships.

PPSZ at European level It is worth mentioning that, by analogy with the state PPSZ, there is EURES, the European Employment Services Network. Its role is to support Mobility of workers in the European labour market. EURES operates in all EU and EFTA Member States on the basis of EU rules established by the European Commission.

The network cooperates with National PPSZsupporting them in the implementation of their tasks. In addition to typical functions such as job placement, EURES also deals with:

  • the collection and transfer of data on job seekers in other countries,
  • collecting information about employers looking for workers from abroad.

Thanks to this, it is possible Better monitoring of the labour market and preventing a grey area of employment in the European labour market.

The employees of the PPSZ are engaged in the registration of the unemployed, career counseling and the organization of training and support programs. The new Labour Market Act introduced the digitisation of procedures, online registration and individual activation programmes. Through cooperation with EURES and labour market monitoring, PPSZ supports worker mobility and counteracts the grey employment zone in Poland and Europe.
